When you connecting to the DB via RDS Proxy you need to have setup two passwords:

  1. Password to auth you as a client in RDS Proxy (can be different to RDS DB)
  2. Password in RDS Proxy to auth it to your RDS DB (the same as in RDS DB)

turns out the proxy’s ENI for the AZ where one of the DB instances is on is not being created, anyone knows of an event that will retry the EIP creation or where to check for logs regarding ENI creation
