I would like to know how can I monitor RDS cluster fails over from AWS (without using agent).

if you install the AWS RDS integration (https://app.datadoghq.com/account/settings#integrations/amazon-rds) → you will get not only cool RDS metrics, but cool RDS events posted to the event stream. You can them make an event monitor to email/slack/page you when that failover happens… see pic for an example query/event
