Difference between "out of sync replicas" and "under-replicated-partitions"

What is the difference between “out of sync replicas” and “under-replicated-partitions”?

Out of sync means the replica broker is available, but not up to date (active replication is happening)

Under replicated typically means a replica broker is not available
